 The expected behavior at the banquet of the capital is to eat as much as you can't take another bite, and than drink a clear liquid to make you vomit so that you could continue on at the feast. Katniss & Peeta are shocked and speechless, they feel disgusted with that idea & confused on why the capital does this. In Contrast, is the Capital people think that it's a great idea to drink the clear liquid they do it all the time. The emotional effect of the differences on the characters could be that the capital is confused on how Katniss and Peeta are acting like this by not wanting to drink the clear liquid.
